Guam Election Commission (GEC)

1. Filing & Documentation

  1. Mandatory Forms: Submit the Certification of Qualification, Affidavit of Non-Conviction, and Candidate Information Card.
  2. Clearances: Provide original Police and Court clearances (Superior and U.S. District Courts).
  3. Financial Disclosure: File a Public Official Financial Disclosure Statement at the time of candidacy.
  4. Filing Fee: Pay $100.00 (Exempt: Nonpartisan/Education/Audit/Utility candidates).
  5. Deadlines:
    • Primary: May 1, 2026 (5:00 PM)
    • General (Nonpartisan): Aug 5, 2026 (5:00 PM).

2. Nominating Petitions

  1. Valid Signatures: Only registered voters may sign. Verify that signers haven't exceeded the signature limit for your specific office.
  2. Circulator Rule: The person collecting signatures must sign the "Circulator Certification" in the presence of a notary or GEC staff.
  3. Minimum Counts:
    • Governor/Delegate: 500
    • Senator: 250
    • Education Board: 150
    • Mayor: 100.

3. Campaign Finance

  1. Treasurer: You must appoint a treasurer and register their name with the GEC immediately.
  2. Organizational Report: File this within 10 days of spending or receiving more than $250.00.
  3. Reporting Format: Submit all contribution/expenditure reports in both hard copy and Excel format.
  4. Disclaimers: All political ads must clearly state the name and address of the person or committee paying for them.

4. Core Qualifications

  1. Criminal Record: Absolute bar for felony convictions or misdemeanors involving sexual conduct/moral turpitude (3 GCA § 6110).
