Campaign Finance Rules & Tracker

1. Registration & Organization

1. File Organizational Report Within 10 days of spending/receiving >$250. Includes names of Chair and Treasurer.
2. Bank Transparency List all accounts and safety deposit boxes. No commingling with personal funds.

2. Contribution Limits

3. Individual Limit $1,000 Max per election cycle. Includes cash and non-monetary value.
4. Corporate Limit $1,000 Max $500 per fundraiser event. Prohibited for Banks/Labor Unions.
5. Cash & Anonymous Rules No anonymous >$100. Receipts required for any cash >$250.

3. Deposits & Expenditures

6. The 5-Day Deposit Rule All monetary contributions must be deposited within 5 business days.
7. Itemized Expenditures Record date, amount, payee, and specific purpose for every cent spent.
8. Personal Funds Candidate's own money used for the campaign must be reported as expenditures.

4. Filing & Compliance

9. Dual-Format Submission Signed hard copy AND Excel file (eccer@gec.guam.gov) by 5:00 PM.
10. Ad Disclaimers Every ad must state the true name/address of the payer.
