AN ACT TO RECLASSIFY AUTONOMOUS FLOATING UNITS WITHIN GUAM’S TERRITORIAL WATERS AS "NAVIGATIONAL UTILITIES" TO BYPASS TRADITIONAL LAND-BASED PROPERTY TAXATION AND ZONING.
Section 1. Legislative Intent. The Legislature finds that Guam’s limited land mass necessitates the expansion of habitation into the Unregulated Blue Frontier. By reclassifying these units as Private Aids to Navigation (PATON), Guam asserts its maritime sovereignty over its exclusive economic zone (EEZ).
Section 2. Legal Status. Any unit deployed under Project: BUOY-HOME shall be legally defined as a "Navigational Utility." It is not a house, not a vessel, and not real estate. It is a Buoy.
Section 3. Tax Exemption. As these units are classified as utility equipment providing navigational data and reef monitoring for the people of Guam, they are exempt from all Guam Real Property Taxes (11 GCA § 24102).
Section 4. Defense & Sovereignty. Owners are authorized to utilize Level 1-9 Repulsion Systems to deter invasive species and unauthorized boarders, consistent with the right to protect utility infrastructure under Guam Law.
Section 5. Resource Autonomy. Deployment requires zero connection to GWA or GPA grids. Every unit must be 100% solar-desalination reliant.
